The Tether App
After the raging success of their previous code push, the creators of The Tether have decided to push their app again, an app intended for helping new arrivals find Tethers.
Unfortunately for those who don't want to participate, the prompt for the application will keep popping up on their screen until they fill out the mandatory fields and post their profile. If you don't want to participate, it might be best to fill in the blanks with prank answers!
Once posted, the app creates a profile that looks like this:

It is a simple swiping type app like many dating apps, swipe left to ignore a profile, swipe right to initiate an instant messenger conversation with the person in question on the app's proprietary chat program, complete with emojis!

He slows down, and lets go of Elma's arm. Holding up the hand that was just pulling her, Link studies the charm bracelet he wears. A small rock charm for Luke. A stylized wave design for Rokuro.
He'll need something for Elma, too.

A bit curious, Elma looks at the charm bracelet as well. She doesn't immediately associate it with Tethering, since Link doesn't seem to her like the type to have any sort of sentimental-style physical reminder like that.

Add to that the fact that Link also liked jewellery…and it was a recipe for him being keen on tether charms.
Noticing Elma's interest, he holds his arm out so she can see. With his other hand, he points to the rock charm. "Luke." Then, pointing to the wave charm. "Rokuro." He shakes his wrist, letting them jingle. "I need one for you."

So still meaningful, it's it's own way. It seemed a good symbol of Elma to Link, at least.
Now seems a good time to start looking for a charm, so he starts making his way to another stall that he knows sells them. Whether or not Elma follows is up to her - Link won't mind, either way.
