The Tether App
After the raging success of their previous code push, the creators of The Tether have decided to push their app again, an app intended for helping new arrivals find Tethers.
Unfortunately for those who don't want to participate, the prompt for the application will keep popping up on their screen until they fill out the mandatory fields and post their profile. If you don't want to participate, it might be best to fill in the blanks with prank answers!
Once posted, the app creates a profile that looks like this:

It is a simple swiping type app like many dating apps, swipe left to ignore a profile, swipe right to initiate an instant messenger conversation with the person in question on the app's proprietary chat program, complete with emojis!

He's also wasn't exactly close to the market at the time, so it takes a while for him to make his way to the market. The fact that he makes several detours along the way - for mushrooms, for some moths, for some pretty yellow flowers - also doesn't help.
If Elma's already there when he arrives, he'll seek her out. If not, he'll find somewhere to sit and start work on her flower crown. Those yellow flowers should be nice for that...

When Link finally does make it, though, she lifts her hand slightly in his direction to signal that yes, she's noticed him.

Although after today, she'll know exactly where he is at all times - so perhaps that will help.
Link spots her quickly enough, and makes a beeline for her once he's in the market. "I need to make your flower crown," he tells her, as he taps at his Slate to pull out one of the yellow flowers. "Look!"
See, it's nice, isn't it? Elma should look nice, with these flowers in her crown.

"I thought we weren't doing a ceremony," she says, after she's thought about it long enough to conclude that she has yet to see Link evince any understanding of the concept of humor.

Which means Link had been under the impression that, regardless of whether you kept things quick and simple or went the whole nine yards, flower crowns were a Requirement.

She can debate this, since she has irrefutable evidence that they are not required. Or she can just go along with it.

The choice really isn't that difficult.

There's those yellow flowers, of course. And a few other assorted herbs and flowers he's picked up in his various travels in the jungle. But there's a few other not exactly floral items he throws in as well - such as a few mushrooms, and some shiny stones and rocks.
"I can make one for me too. If you don't want to," he says as he works - since Elma hadn't really seemed too keen on the flower crowns.

Once everything had settled down -- once humanity had found its footing on Mira, the Lifehold located and secured and NLA functioning, then she'd always planned to try to practice some skills that weren't just combat. Now, it looks like that time will never come, not on Mira, not here.

"You just kind of...tie it all together?" he says. Then he holds out the crown he's working on, so Elma can see how he does it.
It's not exactly neat. Or particularly sturdy - it's the sort of thing that can only be worn once, before it falls to pieces. He's not going to be winning any craft awards. But it is still a flower crown.

"Did you just start trying these one day and found out it wasn't hard?" For him, anyway. Link is... definitely odd in many ways, such that having a talent like this seems very understandable. Whereas Elma's oddities are hidden deeper.

But then he briefly stops working on Elma's flower crown, reaching to pull out a handful of other flowers from his Slate. Rather than yellow, these are a pale blue colour. He holds them out to her, saying nothing - but the question is implied all the same. Does she want to try?

Then he sits, and waits. If Elma wants it, he'll help. But he won't insist if she wants to do it herself.
